US Commemorative Mint Sets

I am very new to stamp collecting (going on one month). I found two commemorative mints sets from 1976 and 1977. They are in a tri-fold folder. I did some research, and found them in this form (the folder) up to at least the late 1990's but after that I can't find them. Did the post office stop making yearly commem mint sets or are they in a different form. I did find the 2011 yearbook on the USPS website. Is this the new commem set?

I like the idea of getting all the stamps for a year together in mint singles or small groups of 4 or so.

    any help is greatly appreciated.

I will not be of much help here either but I believe mint year sets have been produced every year by the post office though the format has changed over the course of the last 10 to 20 years. Because I have never collected them I do not know for certain. From what I see in the USA Philatelic magazine produced by the post office, the Stamp Yearbook takes the form of a fairly expensive book now which includes mounts and all of the stamps issued for that year. I remember when I was younger, the folders you describe which were probably substantially cheaper to produce and cheaper to purchase.
