Welcome! A wonderful list of interests! I was just reading an article on the Zemstvos in an old Stamp Specialist.
Many countries issued what might be in the realm of Zemstvos. In the US, the locals are in great demand, other countries they are relatively unknown but Russia holds the record for the most locals established over a 50 year period.
