I am guessing it is a revenue of some sort. What is the wording around the middle? <James> or <Werner> will know!
The text is the motto of the Order of the Garter. I see quite a few stamps very similar to yours but no exact match so far. <James> would know but we haven't seen him online or late.

Hi Josh, My thoughts .... Yes, I can confirm that its a British revenue stamp. These were used to pay tax on legal papers. It was an idea developed in Holland by William of Orange - a way to get more money to fight the French. He brought the idea to the UK when he married Anne (at the start of the 'Glorious Revolution'). Basically there was a department in London called the Stamp Office that would impress this stamp on to legal papers for a fee. Without the stamp the paper would not be legal. Of course some documents are about registering land ownership and this is the origin of what we now call 'Stamp Duty' on new house purchases. If you're VERY interested I can investigate further (I do have a catalogue stashed away somewhere) but there are 1000s of these of different types. As normal ... there are some valuable items but almost all are not. One tip ... revenue stamps are almost always cancelled (usually by hand). They were not in the hands of the public very often so 'mint' stamps are far less common that with postage. Bob
That's definitely GB revenue stamp, there are bunch of them on ebay and some other websites. Top row third from the left, it says "Articl" on it, this is most similar I could find. They have some value from what I've seen they go from 1 to 65 gbp, couldn't find exact one like yours, so I can't claim anything.
