I was making pages for my collection, when I found that German Scott #938 was missing from the listing. Is this a misprint in the Scott album (I have 2009 version) or is there really no number 938?

Here's a screenshot of the listing, I highlighted where the # should be.

    Out of the 2008 catalog, same-o same-o

I've seen other occurrences when Scott skips a number (for whatever reason). And sometimes when a variant shows up, they give it an alphabetic suffix.

I think Scott had been under the impression that a 15Pf value was to come but did not.
    Happens to all catalogue editors.

More missing numbers, I'm guess same reason - were expecting values that didn't come out

    Germany Scott #906 and #907

    Can anyone confirm?

Yes, the traditional 25 and 30 pennig values were missing in the set release. I suppose that's the reason the Scott numbers were skipped over.
