I think this was being released since some claimed that they got or had this stamp. Although not sure if those claims are true.
Hello Z, we all know that occasionally unissued stamps reach the market. The odd sheet may be used by post office staff before being withdrawn. There was at least one Penny Black cancelled on the 1st May and two on the 2nd May, several days before the official release of the Penny Black on 6 May 1840. James.
James,you are correct: the Kennedy set came never in use.According to Michel there are five stamps,two of them air-mails in commemoration of John F. and Robert Kennedy.They exist perforated and imperforated.There are also two souvenir sheets. On the same day,Oct.12,1968 another set of eight,again perforated and imperforated for the Mexico Olympics was issued.Again accompanied by two souvenir sheets. Both sets were issued by an agency under contract by the government of the Philippines. Partly they were on sale already,when the government had second thoughts and cancelled the contract and declared both sets and ss.invalid as postage. The Kennedy set is valued (Michel 2003) Euro 12.- perf.or imperf.,the ss. Euro 12.50. Mexico Euro 4.- perf.,Euro 30.- imperf,ss.Euro 37.-
In Germany the p.o.sends newly issued stamps to the trade several days before they become valid for postage.This is to give FDC-makers time to produce their products in time.Many collectors want FDC´s with an ordinary date cancellation only,what is used on the real date only.Commemorative official FD- cancels are cancelled to order also several weeks after the day of issue. Pretty often such early sent stamps are used on letters earliar than the first day of validity and offered later as rarities to naive collectors. If the p.o. finds such letters they are handled like any other letters with no or invalid stamps on them. But some slip through undetected or were cancelled by a "friend" in a p.o.
