I know the stamp is incomplete and in a bad shape. Still... i would like your help in identifying it.

I am not sure about the colour of this stamp.
    It is from a set of 3 (Mi.64-6),"International Exhibition Brussels",issued 1896.
    The 5 C. and the 10 C. in light brown were issued on Oct.15th,another 10 C.,
now coloured lilac-brown,was issued on Nov.15th.
The complete stamps were issued with an appendage to promote workfree
sundays for postal employees (missing on the shown stamp).

The labels (Dominical Labels) were for the users who would decide whether or not mail was to be delivered on Sundays NOT the postal employees

In 1884 the Belgium Catholic Party was elected into office and the postmaster decided that people should be allowed to choose whether they got post on Sundays. So the stamps carried labels, which could be torn off.

Error not exactly to promote for workfree sundays for postal employees.
Actually a Catholic govt. was in power then and it was decide that the sender would decide if the package was to be delivered on Sundays. If the tag was left on then no delivery
