Hello Makanudo, after doing an image search, I found 3 duplicates, they describe it as a Greek visa stamp. No date or other information. Possibly someone else can add more? Google translates ΕΛΛΗΝΙΚΗ ΔΗΜΟΚΡΑΤΙΑ ΚΙΝΗΤΟΝ ΕΠΙΣΗΜΑ as GREEK REPUBLIC OFFICIAL MOBILE ??? Regards, James.

This is not a stamp, it is a stamp duty, a sort of tax when addressing to the government or validating a document.
