Can anyone help with identification

    Hello all, I have had this in my collection for 60+ years. I would guess it is a cutout from brown envelope or paper? but I've never dated it properly. It is embossed, obviously British, has the White Rose, Thistle and Shamrock emblems. The numbers 5 & 84 in the lower flower design, 26 at the top, and 50 and a star either side of the crown.

    Tineye gets zero results.
    Can anyone help?

    This is not from postal stationary. It is off of a financial document such as a cheque or a legal document requiring the collection of a fee or tax. This one probably was used within Great Britain. The use of embossed fiscal paper was common in the British Empire/Commonwealth.
