Hi Richard, No, the experimentation with bluish paper began in 1909. One typically thinks of the Scott 357 - 366 Washington/Franklins or the Lincoln bluish paper Scott 369 when thinking about that paper variety.
The reason i said maybe blued paper is because one expert said they put alot of filers in the papers at that time, wood rags and so on, all though i have read that it did not start until the Washington.
